POLICIES
Library policies provide the framework for consistent decision-making and effective library operations. Developing and approving policy is a key responsibility of the library board and an important part of its governance role.
The board governs by establishing policies, setting the library’s overall direction, approving the budget, and providing oversight. The board focuses on what the library should accomplish and the policies within which it operates.
The library director manages the library’s day-to-day operations and implements the policies the board adopts. The director determines how those policies are carried out, supervises staff, develops procedures, and makes operational decisions within the authority the board provides.
This distinction matters: the board sets policy; the director administers it. Clearly written policies help both the board and director understand their responsibilities, support consistent decision-making, and maintain an effective governance-management partnership.
