GOVERNANCE
Effective governance provides the foundation for a strong, accountable public library. Library boards provide leadership, oversight, and strategic direction while working in partnership with the library director, who manages day-to-day operations. Understanding how the board functions, the responsibilities of individual trustees, and the standards and ethical principles that guide public library service helps boards make informed decisions and maintain public trust.
This Governance section provides practical guidance and resources for trustees, directors, and library administrators in four key areas:
- Board Operations — Understand board roles and responsibilities, officers and committees, meetings, decision-making, and other practices that support an effective governing board.
- Ethics — Explore the ethical responsibilities, expectations, and considerations that support transparency, accountability, and responsible public service.
- Standards — Use the Standards for Illinois Public Libraries as a framework for evaluating library service, identifying opportunities for improvement, and supporting effective governance.
- Trustee Orientation — Help new and experienced trustees understand their roles, responsibilities, library operations, and the knowledge needed to serve effectively.
Together, these resources provide a practical foundation for informed governance, productive board–director partnerships, and responsible stewardship of the public library.
